Yes, that's always part of the fertilizing process. Either the lawn is watered with a sprinkler system afterward, or the fertilizing is intentionally scheduled before an expected rain shower.

The fertilizer can only be effective when combined with water, since the granules must first dissolve in order to release the nutrients into the lawn and make them available to the roots.
